How should a food business investigate a food safety complaint?

Quick answer

Take the complaint seriously, record the person’s account neutrally and assess any immediate food-safety risk before waiting for a complete investigation. Preserve relevant food, packaging, original images and records; match the order, product and batch; investigate handling and distribution. Escalate possible unsafe-food supply promptly. Keep fact, opinion and uncertainty separate, protect personal information and make no medical diagnosis or premature conclusion about causation.

A complaint is information to investigate

A single complaint can reveal a serious issue, while incomplete information can also leave uncertainty. Neither a refund nor an unusual photograph answers the safety question.

Official incident guidance explains when food-safety concerns need protective action. Continue that assessment while gathering evidence fairly.

Create a neutral complaint record

Complaint evidence record
Information How to record it
Account/contact Reported concern, preferred contact and necessary details.
Product/order Receipt/order, product, pack/batch/date and purchase/consumption details.
Evidence Original food/pack/images available, provider, time and storage/handling history.
Business records Relevant ingredients, supplier, batch, temperature, cleaning and staff information.
Safety action Food held, process stopped, distribution checks and notifications.
Finding/status Verified facts, outstanding questions and recorded decisions separately.

Preserve evidence and provenance

Ask for relevant original material where available and record where it came from. Protect any retained food/packaging from alteration or cross-contamination; obtain authority/laboratory advice on suitable handling and sampling.

Do not wash away a suspected foreign body or invent a universal freezing method for evidence. Do not dismiss a serious allegation solely because an image looks odd, lacks metadata or differs from expectations.

Match the complaint to the actual process

Compare the product/order and time with ingredient lots, preparation, storage, service and delivery records. Ask relevant staff for factual accounts and check whether other batches or customers may be affected.

If illness is reported, record only relevant reported details and direct the person to appropriate healthcare advice as needed. The business should not diagnose an infection or claim that timing, appearance or a negative limited sample proves or disproves causation.

Handle personal information proportionately

ICO data-minimisation guidance supports collecting adequate relevant information for the purpose. Avoid unnecessary personal details, public sharing of the complainant’s information or casual circulation of illness reports.

Use authorised access, appropriate retention/security arrangements and the necessary lawful handling of sensitive information. Keep opinions labelled as opinions and preserve relevant investigation evidence under the appropriate policy.

Worked example: uncertain photo, identifiable batch

Hypothetical example: a customer reports a hard fragment and sends an unclear picture, but supplies an order and batch identifier.

The manager assesses/holds potentially affected stock and investigates equipment and ingredient records while requesting appropriate evidence. Image uncertainty does not justify ignoring the identifiable safety concern.

Escalate, respond and learn

Use the FSA business incident route in EWNI or Scottish incident arrangements where the safety facts trigger action. Do not wait for the complaint to be “proved” before taking necessary protective steps.

Explain the investigation status and practical next steps without unsupported blame or assurances. Record the outcome, corrective action and review of recurrence.

Next steps

Give staff one complaint record and a clear escalation contact. Connect evidence with batch traceability and review of food-safety controls.
