Quick answer
HACCP is the hazard-control approach; Safer Food, Better Business is one official way for relevant small food businesses in England and Wales to put food-safety management into practice. They are not competing certificates. Choose a tool that fits the business, country and processes, then adapt it and use it consistently.
Separate the method from the tool
HACCP explains the reasoning behind hazard identification and control. A practical pack can translate that reasoning into safer methods, house rules and records that a small business can use. Owning or downloading the pack does not demonstrate that it has been adapted or implemented.
The FSA’s HACCP guidance distinguishes different approaches for business needs. It signposts MyHACCP for small food manufacturing and simpler catering resources where processes are straightforward.
Compare purpose and geographical scope
| Resource | Main purpose | Scope to check |
|---|---|---|
| HACCP principles | A framework for analysing and controlling food-safety hazards. | Apply the relevant national law and business-specific technical evidence. |
| Safer Food, Better Business | Practical methods and diary-based food-safety management for relevant small businesses. | FSA resource for England and Wales; choose the appropriate pack. |
| Safe Catering | Practical food-safety management resources for catering and retail. | Northern Ireland. |
| CookSafe | Adaptable HACCP-based catering guidance, house rules and records. | Scotland. |
| MyHACCP | A structured tool for developing a documented HACCP-based system. | Aimed mainly at small UK food manufacturing businesses. |
The national scopes are confirmed by the SFBB guidance, Safe Catering publication and CookSafe manual. Similar terminology does not make the packs interchangeable for every activity.
Choose by what the business actually does
List the foods, process steps and intended customers before choosing a pack. Check whether the published methods cover the activities you carry out, including any specialist treatment, packaging, extended storage or distribution. A business can be small yet operate a technically demanding process.
Illustrative example: a café preparing familiar dishes for immediate service may find an appropriately adapted catering pack suitable. If it adds a substantially different production process for packaged products, it should reassess the management approach and obtain competent technical support. Adding a new page to the diary does not validate the new process.
Make the chosen pack a working system
Read the instructions, complete the methods or house rules to reflect actual practice, identify the checks and corrective actions, and train staff to use them. Make the current version accessible where decisions are made. Record problems honestly and show what happened in response.
Check that buying, recipe changes, cleaning, maintenance, staff competence and customer information connect with the plan. An apparently complete set of diary entries can still hide a gap if the safe methods no longer match the equipment or food being used.
Recognise when the tool needs support
Seek advice if the pack does not cover a process, staff cannot explain an important control, or evidence suggests the routine is not reliable. Ask the relevant authority or a competent food-safety adviser about the business-specific gap rather than looking for a pack that requires fewer checks.
Use the existing small-business HACCP guide to connect the selected resource with your actual operation. The result should be understandable, proportionate procedures that work, rather than a document chosen only because another business uses it.
Next steps
- Identify your country, business type, processes and intended consumers.
- Select the current official resource whose scope fits.
- Adapt the methods, train staff and keep meaningful records.
- Review suitability before introducing activities outside the original scope.
